Comments:
On the other hand, the remainder of Powell's testimony today was fairly reprehensible on balance.

Totally reprehensible; I'd give him the Orrin Hatch award for saying something totally hateful and making it sound reasonable. However, I wanted to mark the exact quote because I think it can be used to discredit everything else he said. I don't have time tonight, but the short version is that if it's unfair to compensate La. for wind damage but not other Gulf states,it's equally unfair to only compensate La. for damage caused by the federal failures when none of the damage in other states can be blamed on the federal government.
